Kansas Suspending Income Tax Refunds

I was goofing off at work today, and saw the breaking news that Democrat Kathleen Sebelius, the Democrat Kansas governor, has decided that I won't be getting my tax refund anytime soon.

This pundit explains the situation:

Seriously though, the MSM has gone out of their way to make sure that everybody knows that Republicans are "blocking" the quarter-billion dollar transfer to the general fund to pay for refunds and payroll. You have to dig a bit deeper to find out why.

Apparently, the fund transfer that Gov. Sebelius wants may be illegal:

But GOP leaders said it's illegal under Kansas law to shift the funds around as long as the state continues to face a projected deficit in the budget for the fiscal year that ends June 30. The Legislature has approved a bill to eliminate the shortfall, but Sebelius hasn't received the bill yet and hasn't said whether she will sign it.

"We do want to dot our 'i's' and cross our 't's,"' said House Speaker Mike O'Neal, a Hutchinson Republican. "This is important work, and we do intend to comply with the law."

The Governor has apparently refused to sign-off on the 2009 budget which reduces spending by over 300 million dollars, so in retaliation, the Republicans (who control both houses of the Kansas Legislature) are blocking any transfer of funds and effectively holding the state income tax refunds hostage, until Sebelius signs-off on the budget. Like a Mexican Standoff, but we, the lowly Kansas taxpayer, have both guns to our head.

In the interest of fairness, here is a statement from the Governor.

Gov. Kathleen Sebelius:

"This is a difficult time for Kansas families, seniors, workers and business owners who are dealing each day with the economic challenges presented by this historic recession.

Last week, I called a meeting of the State Finance Council to consider the issuance of a certificate of indebtedness - a routine action dealing with state cash flow, that allows us to move money from one account to another so we can pay our bills on time. The use of these certificates has been approved every year for the last decade.

When the State Finance Council last met in December we reviewed the cash flow patterns for this year and asked for a certificate to cover the remainder of the fiscal year. A majority of legislative council members refused to approve a certificate to adequately meet obligations through the end of February.

Today, the Republican leadership of the legislature told me they would not approve the February certificate, only necessary because of their actions in December, until I sign the 2009 budget bill.

The problem is, due to the slow action by the legislature, the bill has not been delivered to my desk, so I have nothing to sign.

Furthermore, because this bill deals with hundreds of millions of dollars affecting almost every Kansan - once it is delivered - it would be prudent for me to review it thoroughly with my staff to make sure there are no errors in the text of the bill, as there have been in the past.

The certificate deals with cash flow and as legislative leaders all know, it has nothing to do with the revised 2009 budget. We will need a certificate to make our monthly payments, whether or not the budget work is completed.

This political game the Republican leaders are playing affects real Kansas families.

The state cannot pay tax refunds to families who are waiting for money they need to pay rent and utilities. State employee paychecks, due this Wednesday, are now in jeopardy. Payments to health care providers and school payments, due this month, could be delayed.

Through their refusal to act today, the Republican legislative leadership is jeopardizing our citizens' pocketbooks for no other reason than to play political games - games in which the only ones set to lose are Kansas families, workers and schools."

On a personal note, I filed my tax return over three weeks ago, and I'm due a refund (because I made damn sure last year I would get a 2009 refund after having to pay out of my nose in 2008). Taxes are bad enough, but this is intolerable.

It will be interesting to see if our esteemed Governor will be offered a Cabinet post by Chairman Obama, now that her own house is falling apart. I doubt it.

I woke up last night at 1am and just had to write this down:

I was staying at my father’s house on Christmas Eve watching Dick Clark’s New Years thing when I looked out side and noticed my car was missing. I had just gotten back from Zone 6-1 in Super Mario Bros, so it had been gone awhile. I was about to call the police but instead decided just to hit my reset button. After a second, my car reappeared. Good, then. I blinked once, and it became a different car. A Mustang with flames on it. Wow this is pretty cool so I got in and started joy riding. Every time I deliberately blinked, it became a different car. After a few blinks it became a semi so I decided to spin out in it because that would be fun. I drove over to my friends house in what was now a 69 GTO with flames painted on it so he could see my new ride. He heard me pull up and came out and asked where my car was. I pointed at my 87 Grand National with flames painted on it but he couldn’t see it! Bugged again! He walked over to where I said it was and bumped into the invisible car. He found the door and got in and could see it now from the inside.

We drove over to a local warehouse that was run by the mafia to pick up some cokes, and decided to work while we were there. It’s a bit hazy what when on, but the place was under attack by a lvl 60 guy wearing a paper sack and a yellow cape, so we all decided to mob up on him but the guy was using hax so he kept beating us. I finally was able to get a grocery cart and crush him up against the wall a few times, and while he was distracted, I was able to get into the server and put myself in God Mode, and took him out.

We drove back to my father’s house, and my mother and two aunts were all sitting beside me, outside, bundled up around a couple of good campfires singing Christmas songs, while Charles S. Dutton was making hot cocoa and Courtney B. Vance was playing “Let it Snow” on an invisible piano. His piano had been stolen, and I told him there was this cool bug when you hit your reset button…

My computer has been freezing up and crashing badly a lot lately, necessitating a hard reboot, when playing games or running several applications while watching videos and what not.

After pulling out 1/2 my hair and begging God to end my suffering, and the MoD suggesting my issue might be a heat problem, I finally diagnosed the issue to be an over-heating power supply, which was causing my video card to lock up.

On a whim this evening, I made a salt-ice slurry in a 44oz Quick Trip plastic cup, slapped the lid on, put plastic wrap over the top to prevent evaporation, and set it on top of my box where the PSU is located.

I figured that since my PSU was generating too much heat, and a few pounds of a salt-ice bath solution can absorb a LOT of heat, this might solve the problem.

And it did... big time, within minutes.

The thing cooled the outside of my entire case to near room temperature, dropped the temp of my CPU 4 degrees, dropped my GPU 3 degrees, and all of my fans which speed up in relation to the internal temperature were spinning at their base RPM. And, most importantly, dropped the temp in my PSU 26 degrees. Fahrenheit BTW.

I'm sure I'm not the first person to think of this, but it was damned satisfying anyway.

Deer meat is even better than turkey.

There is nothing I like better than popping a deer slug in an unsuspecting doe's head while she is sipping from a brook: SPLAT! PWND!, and watching the brains leak out of her shattered skull.

After we cut her up for meat, we make a xylophone out of the ribcage, a drum out of the skull (drum sticks made out of leg bones), and we use her intestines for violin and bass strings.

Then we sit around the campfire eating deer meat, faces adorned with deer blood as face-paint, playing songs with instruments made out of deer bones and guts... great fun!

Opinion: America Deserves Blame for Asteroid Impact

The recent impact of a large asteroid and subsequent destruction of a large area of Spain is a direct result of the Iraq war and the failed policies of the Bush administration. This is yet another 1,000,000 corpses that you can lay at the feet of Uncle Sam.

Preposterous you say? If you consider that Amerikkka has spent over $600 BILLION dollars on the Iraq War and the so-called “war on terror,” and less than $100 billion dollars on NASA since 2003, it would stand to reason that had that money been redirected to a program dedicated to the detection and destruction of NEOs or Near Earth Objects, asteroids that intersect the orbit of the planet, this tragedy could have easily been prevented. Its official: George W. Bush is now worse than Hitler.

Had Barack Obama been in office, this tragedy would have never happened. Nasa and the U.S. Military would have been well equipped to stop the asteroid, instead of being used to torture carpet merchants and carpet-bomb women and children.

And had NASA failed, Obama could have stopped the asteroid himself, with fireballs from his eyes, and bolts of lightning from his arse.

Tonight, I cooked up some taco-meat for a couple of taco-dinners next week. I also cooked up a couple of pork cutlets so I can have them for lunch on Monday, to go along with some Vermont extra-sharp white cheddar, green olives, and parmesan garlic Triscuits. I think I will add some smoked sliced turkey to the mix as well.

I have a ½ a French silk pie in my fridge that I am slowly eating on.

It smells so good in here right now, with the braised pork mixed with ground beef and taco seasoning. I have a large apple cider candle burning to help mask my cigarette smoke, and two Glade Plug-Ins; one spewing apple-cinnamon, the other French vanilla.

Earlier this evening, I enjoyed sushi with my best friend, accompanied by his brother and sister-in-law, and we had a great time.

On the way home, I picked up a new video game to play. Tomorrow, I’m going to help a friend fix his car. And on Monday, I will go to work and do my job.

I have two dates lined up, and I might even get laid this week, and both chicks are pretty hot. I love being alive.

And I’m starting to get Led Zeppelin’s Over the Hills and Far Away down to where I can play it fairly well, and this is a source of great pleasure for me.

Given all this in any given week, I have a very hard time trying to understand why this putz would commit suicide on a live cam.

I just don’t understand suicide. Oh, I have seen many videos of people killing themselves; I still can not understand the WHY.

Yeah, if you are in chronic great pain, I can see the desire. But if you are just a fucked up teenager that’s mad at your parents… well fuck you. Society doesn’t need your ass anyway.

You had nothing, NOTHING that is worth living for, you useless hack? Do you have any idea how much you have cost the local government and your family to dispose of your rotting husk, which is now even more useless than before?

A surreal scientific blunder last week raised a huge question mark about the temperature records that underpin the worldwide alarm over global warming. On Monday, Nasa's Goddard Institute for Space Studies (GISS), which is run by Al Gore's chief scientific ally, Dr James Hansen, and is one of four bodies responsible for monitoring global temperatures, announced that last month was the hottest October on record.

This was startling. Across the world there were reports of unseasonal snow and plummeting temperatures last month, from the American Great Plains to China, and from the Alps to New Zealand. China's official news agency reported that Tibet had suffered its "worst snowstorm ever". In the US, the National Oceanic and Atmospheric Administration registered 63 local snowfall records and 115 lowest-ever temperatures for the month, and ranked it as only the 70th-warmest October in 114 years.

So what explained the anomaly? GISS's computerised temperature maps seemed to show readings across a large part of Russia had been up to 10 degrees higher than normal. But when expert readers of the two leading warming-sceptic blogs, Watts Up With That and Climate Audit, began detailed analysis of the GISS data they made an astonishing discovery. The reason for the freak figures was that scores of temperature records from Russia and elsewhere were not based on October readings at all. Figures from the previous month had simply been carried over and repeated two months running.

NEW YORK, Oct 23 (Reuters) - Standard & Poor's on Thursday slashed its ratings on the New York Times Co (NYT.N: Quote, Profile, Research, Stock Buzz) into junk territory and cited concerns about the newspaper publisher's revenue outlook, after it posted a third-quarter loss.

Moody's Investors Service also said it may follow the move, adding the publisher faces risks in refinancing its debt.

The New York Times posted a quarterly loss from continuing operations on Thursday and said advertising revenue at its news media group dropped 16 percent for the quarter. For details, see [ID:nN23398087]

S&P said a likely U.S. recession will exacerbate declining advertising revenues and prolong the time until the declines will be made more manageable, possibly until 2010.

Until advertising declines are moderated the publisher will not be able to execute revenue strategies and cost cutting measures that are key to stabilizing its earnings, the rating agency added.

Pittsburgh law enforcement sources tell TMZ they have serious questions about the authenticity of the alleged victim who says she had her face cut by a politically-motivated attacker.

We're told there are several things about the alleged attack that don't add up. A Pittsburgh PD official says they are conducting a "thorough investigation" and have not determined if the alleged attack is real or a hoax. But we're told there is definitely a level of skepticism.

The first thing I thought when I saw the picture of the woman in question was "why is the 'B' backwards?"

The "socialist" label that Sen. John McCain and his GOP presidential running mate Sarah Palin are trying to attach to Sen. Barack Obama actually has long and very ugly historical roots.

J. Edgar Hoover, director of the FBI from 1924 to 1972, used the term liberally to describe African Americans who spent their lives fighting for equality.

Those freedom fighters included the Rev. Martin Luther King Jr., who led the Civil Rights Movement; W.E.B. Du Bois, who in 1909 helped found the NAACP which is still the nation's oldest and largest civil rights organization; Paul Robeson, a famous singer, actor and political activist who in the 1930s became involved in national and international movements for better labor relations, peace and racial justice; and A. Philip Randolph, who founded and was the longtime head of the Brotherhood of Sleeping Car Porters and a leading advocate for civil rights for African Americans.

McCain and Palin have simply reached back in history to use an old code word for black. It set whites apart from those deemed unAmerican and those who could not be trusted during the communism scare.

I had an Idea for a product and service that people might buy. Nobody was offering this where I lived, so I thought this may be an opportunity to start a business.

I had a few dollars saved, and took out a couple of loans to make my idea come to life.

We struggled at first, but over time, my product caught on, my business became successful, and I was able to pay back my loans, while supporting my family on the profits.

My business became so successful that I was pulling in over $500k per year in profits, had hired 3 employees, and was salting away a nice nest-egg in case my business faded.

Now my questions to the socialist are:

My business was built by my drive, my ingenuity, and my intelligence. So how can you justify taxing me to oblivion so that bums, welfare queens, illegal aliens, and shiftless dregs on society can profit from my successful business when they contribute nothing?

Why am I not entitled to keep the money I rightfully earned through my work and ingenuity?

More importantly: Why should I keep my business open in America when I can move it somewhere else with less taxes?

Why should I keep it open, when I can just close shop and live on the Government dole?

Tell me, Obama supporters, WHY should I keep my modestly successful business open, when Barack will take my profits and hand them out to bums?

The Federal Government, citing months of failures and years of corrupt mismanagement, has seized control of the NFL’s Kansas City Chiefs.

“We had to move quickly on this,” said Missouri Senator Clair McCaskill (D). “The Chiefs are an embarrassment to Kansas City, Missouri, and the NFL. We can not allow this cancer to metastasize, and kill the rest of the National Football League.”

“This team has not been to a Super Bowl since LBJ was President,” said Sen. Barney Frank (D). “It’s not fair,” Sen. Frank continued.

Under the Government plan, Tom Brady and Randy Moss will be transferred to the Chiefs at the end of this season, and current GM Carl Peterson will be replaced with Tom Delay.

Peterson and former Chiefs owner, Clark Hunt, were unavailable for comment.

While the Government can not force Brady and Moss to play for the Chiefs, they plan to use emergency funds to pay them $50m per year if they will move, as well as compensating the New England Patriots one billion dollars.

The Chiefs will also be allowed the first three draft picks in 2009.

“The greater good is what (is) important here,” said Chiefs second-year wide receiver Dwayne Bowe. “The Chiefs are (messed up)!”

Pro-Bowler Tony Gonzales said, “While Brody Croyle is the terror of the NFL, and the shredder of defenses, and his back-up, Tyler Thigpen, makes defensive coordinators quake in their boots, I think this is a good move, we needed this.”

Senators from California and Colorado vehemently opposed the Federal bailout of the Chiefs, and promised to file a lawsuit.

In what is by far the largest bank failure in U.S. history, federal regulators seized Washington Mutual Inc. and struck a deal to sell the bulk of its operations to J.P. Morgan Chase & Co.

The collapse of the Seattle thrift, which was triggered by a wave of deposit withdrawals, marks a new low point in the country's financial crisis. But the deal, as constructed by the Federal Deposit Insurance Corp., could hold some glimmers of hope for the beleaguered banking system because it averts any hit to the bank-insurance fund.

Instead, J.P. Morgan agreed to pay $1.9 billion to the government for WaMu's banking operations and will assume the loan portfolio of the $307 billion thrift. The full cost to J.P. Morgan will be much higher, because it plans to write down about $31 billion of the bad loans and raise $8 billion in new capital. All WaMu depositors will have access to their cash, but holders of more than $30 billion in debt and preferred stock will likely see little if any recovery.

The deal will vault J.P. Morgan into first place in nationwide deposits and greatly expand its franchise.

The seizure was another watershed event in a frenetic period for the U.S. banking system, and came while members of Congress wrangled over the Bush administration's proposed $700 billion bailout package. The tally of U.S. financial giants that have either been seized by the government or sold themselves off to stronger firms in recent weeks includes mortgage titans Fannie Mae and Freddie Mac, insurer American International Group Inc., and Wall Street firms Lehman Brothers Holdings Inc. and Merrill Lynch & Co.

Reports confirmed my suspicions: Palin, not McCain, is the FrankenBarbie of the Rove-Cheney cabal. The strategy became clear. Time magazine reported that Rove is "dialed in" to the McCain campaign. Officials at the Merced County school confirmed Thursday that Jake Shelly was forced to take off a red, white and blue tie-dyed American flag T-shirt on Tuesday. The shirt said nothing offensive, just: "United States of America, Washington, D.C."

The school's assistant principal issued Shelly a bright yellow T-shirt that read "DCV: Dress Code Violator" to wear for the rest of the day. He was given his shirt back after classes ended.

"It was really embarrassing and humiliating to have to wear that all day -- and just for supporting your country," his sister Kaycee Shelly said.

Kaycee Shelly told members of the media at lunchtime that her brother was overwhelmed and did not want to do any more interviews.

Earlier in the day, he was speaking with a local news station when an unidentified teacher walked up to him, ripped off the microphone clipped to his shirt and told him he was not allowed to talk to the media.

District officials said they apologized to the student, his family and the local American Legion on Wednesday -- Constitution Day.

Obama's campaign is starting to remind me of the 2007 New England Patriots.

Yes, "put lipstick on a pig" is an old adage, but I am thinking that this wasn't the best way to get your point across, Barry. The stuttering didn't help either.

It took awhile to find a non-biased news story to compliment the video. FOX, CNN, MSNBC, CBS, NBC, ABC, AFP, AP, BBC, etc. all couldn't resist spinning the story; shockingly the most unbiased reporting (at least initially) was found at Reuters:

Democrat Barack Obama enjoys poking fun at his Republican opponents and their claims to being “agents of change.”

But Obama’s comments at a town-hall meeting in southwestern Virginia may have been misinterpreted by the audience.

“You can put lipstick on a pig. It’s still a pig,” he said as the crowd cheered and yelled and eventually got to their feet.

“You can wrap an old fish in a piece of paper called change. It’s still gonna stink.”

“We’ve had enough of the same old thing.”

The audience, which had a particularly strong reaction whenever Obama mentioned Republican vice presidential nominee Sarah Palin, appeared to enjoy the “lipstick” comment the most.

When Palin gave her acceptance speech at the Republican convention in St. Paul she joked about being a hockey mom, saying the only difference between a pitbull and a hockey mom was lipstick.

I have to say that it is very unlikely that Obama said that on purpose. I just can't believe that any presidential candidate in America, especially one from the "compassionate" liberal left, would deliberately call his opponent's female running-mate "a pig."

For the masses however, this just puts an exclamation point on the litany of unhinged and frothing-the-the-mouth left-wing attacks on Sarah Palin by the Liberal Blogosphere and the MSM.

So this is how I see the last few weeks:

Obama and McCain are tied 40 to 40, with 10 minutes to play in the 4th quarter. McCain just scored big to tie it up, and then called an on-sides kick, and recovered the ball, stunning the fans with his bold tick play.

Palin is subbed for McCain, and goes under center, 1st and 10 at the McCain 45. She takes the snap, and throws a bullet pass that hit for a few yards, but she was tackled by Obama's linebacker after they play... 15 yard penalty. After the thug player is called for the penalty, he attacks the referee, and is called for an additional 15 yards. 1st and 10 at the Obama 25

Palin drops back to pass, and hits WR T. Base over-the-shoulder for a TD, extra point good!

McCain's kicker just kicked off, and Obama's return man decided to run it out, 5-yards deep from the end-zone. He shucked and jived, but ended up being tackled at the 10.

Obama in the shot-gun, get's the snap, and fumbles! He chases after the ball in to the end-zone where he is tackled for a safety!

It's McCain's game to loose now.

From the BBC: Wilson row over green 'alarmists'

In an article in the News Letter, Mr Wilson said he believed it occurred naturally and was not man-made.

"Resources should be used to adapt to the consequences of climate change, rather than King Canute-style vainly trying to stop it," said the minister.

Peter Doran of the Green Party said it was a "deeply irresponsible message."

Mr Wilson said he refused to "blindly accept" the need to make significant changes to the economy to stop climate change.

"The tactic used by the "green gang" is to label anyone who dares disagree with their view of climate change as some kind of nutcase who denies scientific fact," he said.

The minister said he accepted climate change can occur, but does not believe the cause has been identified.

"Reasoned debate must replace the scaremongering of the green climate alarmists."

John Woods of Friends of the Earth said Mr Wilson was "like a cigarette salesman denying that smoking causes cancer".

"Ironically, if we listen to him Northern Ireland will suffer economically as we are left behind by smarter regions who are embracing the low carbon economy of the future."

It is the latest clash between Mr Wilson and green groups since his appointment as environment minister in June.
